Central
Administration in SharePoint Server 2013 is where you go to perform
administration tasks from a central location. Administrators browse to the
SharePoint Central Administration website to complete many administrative
operations on a single farm. No coding knowledge needed

Site Collections
Create site collections - Create
a new top level website
Delete a site collection -Completely
remove a top level
site and all subsites. This operation will permanently remove all content
contained in the given site collection.
Confirm site use and deletion – Require
site collection administrators to confirm that their site collections are in
use and optionally schedule automatic site collection deletion.
Specify quota templates- Create
or edit site collection quota templates
